can i open telnet for user group?

Hi.

i know only a member of administrators group can use telnet access.
can i open telnet for user group?

You could set NTFS permissions on telnet.exe and hyperterminal.exe.

but
although someone has right to excute telnet.exe
he can not login telnet server if he is not a member of administrators
group.

so. my question is about configuration of telnet server not a using telnet
client.

You can restrict users from gaining access to Windows 2000 via Telnet:

If there is a local group named TelnetClients, W2k allows only users who
are members of this group can access the computer via Telnet.
