Every time I open front page it opes with existing website which I have

I want it to open blank so that I create web pages etc how do I stop it from
opening up with content and opening blank?

Click Tools > Options > General"and take the check out of the box next to:
Open last web site automatically when FrontPage starts

Note you shouldn't create standalone pages (as suggested by your question)
but create a (new) web, or open an existing web first, then create the pages
within that web.

Creating standalone pages creates problems with links and images and the
like. Lots of questions come this way regarding missing images - especially
about missing images because the user hasn't opened their site before
working on the pages within the site.

See the other reply about how to prevent the last web worked on from opening
next time FP is started.

Many people use FrontPage to create HTML that they then paste into other
applications. I use it to create content for my blog and to paste into
Access databases.
