I created a website using Publisher, and I have read that Frontpage is a
better program for a constantly changing site. Is this true? And can I save
what I have completed in Publisher and work on it in FrontPage?

#1 Yes, FP is a better program than Publisher for any
website.
#2 Yes, FP will be able to open your Publisher site.

In all honesty; though, you are better off redoing the site
in FP. Publisher is for printed hardcopy, and has bloated
code which only works satisfactory in IE. Anything done with
the drawing tools will degrade horribly into other browsers,
and text-boxed hyperlinks will not render at all.

Anything is better than Publisher for building a website - FrontPage is
designed for the job, Publisher is designed for print, and is very good
at that.

It will be very difficult, if not impossible, to edit a page built with
Publisher in any other web page editor. Much easier to start over.

Repeating what is already answered:

Yes use Frontpage, and only Frontpage because it is a web development tool;
Publisher is not.

I would start over in FP as you're going to run into problems with browser
compatibility in the short term. Publisher makes use of "Word Art" alot
which any browser besides IE for Windows will probably not display
correctly. Also creates "VML" objects like the drawing tools; this is also
something that works best in IE (which you shouldn't assume is the major
browser used, I think Firefox is out doing IE at present).
