can one purchase business contact manager as an add on to outlook

I have office 2007 and want to upgrade to include business contact manager.
Can this be done, or do I need to buy a whole new outlook?

BCM is sold only together with Outlook or is part of several Office 2007
suites. It's not available as a separate licensed product.
