Sounds like a perfectly reasonable request to me. Other OSs can do that.

Vista is not able to be booted from an external drive.

I just stumbled on the site below and remembered this thread. The article
tells how to create a bootable USB key from Vista as part of its topic on
updating a bios from x64.

USB boot must be a BIOS option and power must be applied to the USB device
at boot.

First, I suggest an immediate upgrade to Home Premium. But I don't know if
it will work on Home or not. All I can say is try it.
