Can old .CCH files be safely deleted?

I am having trouble backing up 2 files. They are: enterprisesec.config.cch.xxxx.xxxxxxxxx and security.config.cch.xxxx.xxxxxxxxx. Can these files be safely deleted? When I try to view the security properties of the files the security tab is not present. I cannot view the files or take ownership
