Version of Outlook?
Are you using the Outlook Connector to access Hotmail or the default HTTP
account type?
Hotmail is like IMAP; it will keep a cache on your local hard drive and both
server and client side change reflect to each other.

I am using Outlook 2007. I am not sure about whether I am using Outlook
Connector or the default HTTP. Not that technically sound. I just know that
when I had a qwest.net account, the emails downloaded to outlook and outlook
wasn't always trying to synch with the internet thus sometimes slow.

Does this help? Thanks for your time too.

The synch process is the send/receive interval to send and receive email.
The Outlook Connector performs better than the standard HTTP Connector. To
get the Outlook Connector see;
