Can NTFS function like this

My BOSS have the following requirement, let say:

C:\Divis <-- NTFS Everyone List Contents
C:\Divis\#marketing <-- Marketing can write,create and modified, but can
not rename this folder

C:\divis\#marketing\#abc <-- Marketing can write,create and modified, but
can not rename or delete this folder

C:\divis\#marketing\bdc <-- Marketing can write,create and modified, but can
rename this folder

Is it possible to do it? I have tried several setting but can not archieve
the goal. THanks!

Doesn't Deny Delete Marketing for #marketing and #abc (This directory
only) work? I'm not sure whether it will prevent renaming, but it
certainly will prevent deletion.
