Depends on the version of Outlook.
2007: Tools - Trust Center - Add-ins.
2003: Tools - Options - Other - Advanced - Add-ins.

That just means that outlook in safe mode was the last thing you ran in
Start - Run.

Actually, Outlook has nothing to do with Start - Run. That's purely
windows. Lots of things could have happened. Maybe you, or someone else,
accidently did a Control-V when start-run was active and it dumped the text
there. Or maybe something got corrupted in the registry, which is where
that most recently used list is stored, iirc.

Unlikely. Things are seldom fixed through that that couldn't be fixed
easier. You could do a Detect and Repair from the Help menu. You could
also try creating a new profile.
You could also explain what exactly happens when you try to send/receive
mail. Are you getting errors? Does it seem to complete successfully like
it used to but nothing actually comes in/goes out?
