can not save a rotated file in windows picture and fax viewer

We have a share on a windows 2000 server
when we go to a jpg file on this share as a user without
administrative rights it is not possible to rotate and save the file with
windows picture and fax viewer.
We can open the file with other programs and save it then.
I found a article with a solution for windows 2003 server: that is 896269
but there is nothing to be found for a windows 2000 server.
