Can not reinstall USB driver after XP recovery install

My system crashed and I did a recovery install. I had to reinstall some USB
drivers, but I can not reinstall the network driver for my Motorola cell
phone.

I found the note about showing the phantom devices in the hardware manager.
When I try to uninstall the network device it says "Failed to uninstall
device. The device may be required to boot"

The Motorola device clean up, uninstall, install utility fails at the
uninstall step too.
