Is this a Palmpilot file ? If not, please clarify what
application generated or normally generates this file.
So people don't waste time giving bad advice.

http://filext.com/file-extension/PDB

I can talk a .txt file on my desktop, and change it
to .pdb , without any good outcome. So knowing where
the file came from, helps determine what applications
might be used.

If you don't know what it is or where it came from, why do you want to
open it?!?!?

Google is your friend.
Search for "PDB file extension."

You could also try opening the file with Notepad to see if there's any
text content within it.
