Can not open header - Word 2000

's Computer Specifications

In Word 2000 I have a document which does not allow me to use View
Header/Footer. I can double click on the footer and get into the footer
however once in the footer I can not use Switch between heade and footer to
go to the header. Any suggestions? thanks,

Once you are in the footer can you scroll up and click in the header?
