This isn't exactly what you asked for, but if you'd consider a free
archiving program that handles zip as well as dozens of other
compressions schemes, and integrates with Windows File Explorer so you
can right click on zip files and have lots of options, I like IZArc a lot.

Also I would consider setting up IE so it asks you where to download the
files to every time. I use a c:\downloads folder so I don't have to find
the temp folder locations as you described, to save a little time.
