Can not open Add/Remove Windows Components Wizard in XP

I've been searching the internet for days trying to find the answer to
this issue but failed. I've seen a few people had the same issue but
unfortunately without valid solution. So here goes again:

For some reason my "Add/Remove Windows Components" doesn't work any
more. What happened is when I click that from Add or Remove Programs,
the wizard comes up briefly as if it's setting up something I've
configured, then tells me "You have successfully completed the Windows
Components Wizard", even though I haven't had a chance to configure the
windows components. Thus I can not add or remove anything at all. No
error in events at all and it just jumps right to the end of this
wizard.

I was trying to add IIS to my XP Pro and it seems to be the only way of
doing so. So you can help me by pointing me to some alternative to add
IIS(5.1) without using this wizard.

Any help will be greatly appreciated!

Environment: XP Pro SP2 with all latest updates.
