This is looks like same problem as yours.
also They have two of version2.6 file.
one called win95 only file have empty 200 folder ,(which is top of download list from Netgear download list)
try official release xp version of version2.6(bottom of list from netgear MA401 driver) or Shipping version.
If this isn't your problem, can you check your PCMCIA controller?
make sure your PCMCIA Alot are working.
also check event viewer to find any error.
