What I can tell you is that the .NET Framework can be installed on any
version of Windows from Win95 onward. Where did you get the dotnetfx
installation file from? Have you tried going to the Windows Update site
(windowsupdate.microsoft.com) and updating your copy of Windows with the
Framework from there?
I can also see by the specs. that you've listed that your system doesn't
seem to have very much available RAM (3.79 MB of physical and 1.52 MB of
virtual). A system with only 5MB of available RAM at any one point in time
is ripe for installation failures.
You have your virtual memory set to 2GB and yet, you only have 1.52 of that
available! What is running on your system that is using so much RAM? Try
killing running programs and/or increasing the size of your virtual RAM.
