I'm trying to install MS's spyware fighter, Defender. When I try to
install the downloaded file, I get a box that says:

"A required update to windows update is available at the windows update
website. To view a list of all installation requirements, visit the
Midrosoft website: http://go.microsoft.com/fwlink/?LinkId=63848"

When I try to go to this link I get redirected to the defender download
site. If I download it and try to install the cycle repeats. There are
no links on that site to download or even mentioning the update update.

What's going on? Is this some malware/virus thing or is MS really
making such a mess of it?

Just go to Windows Update.
