Usually when the option is disabled, it means that you are running a copy of
Office/Outlook 2003 that is governed by some sort of corporate policy where
said company doesn't want the employee to use personal folder files. If
this description sounds like it fits where you received Office/Outlook from,
talk with your corporate IT support staff about having the settings removed
if you need the feature.
