Can not download using Internet Explorer Browser

IE Browser does not download a file after clicking on
graphic or text link. The browser goes to the address of
file plus the file name, and shows it in address bar. I
get a little box with a red square, blue triangle, and
light blue cirlce in browser window itself.

FTP works on IE, did this with ftp://ftp.microsoft.com
and also downloads files. Also if link is directly
connected for download of file, Save Target As will
download file.

I check through MSDN and support documents to find the
problem that I am having, and did fine Q306837. But this
article doesn't seem to work with XP.

I had the problem before updating XP to SP2, and problem
is still there.

I would appreaciate your help on this matter.

If it is only .exe files, then read on and see if this is relevant:
You may have an invalid plugin.
Netscape-Style Plug-ins Do Not Work After Upgrading Internet Explorer
[Q303401]

Remove the plugin with Regedit.exe
Start-Run-Regedit.exe
Navigate down to this key and remove it, after exporting it as a
normal safety precaution.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet
Explorer\Plugins\Extension\.exe

If that key exists, then you will see what plugin has been installed.
The key does not normally exist.

If not only .exe files, try this:
Blank Web Page with Placeholder Icon and You Cannot Save a File to
Disk
