Any program I try to download from any site starts downloading until the
timer hits 99%. It stops at 99% for a second, then the window closes as if
it's done, but the downloaded file is no where to be found on my computer.
During the beginning, of the download, windows asks me if I want to download
from the site and I answer yes. Then the download starts, but after the 99%,
nothing's there.

Any help please?

By any chance do you have Windows Defender Beta2 installed?

Yes I did. After posting this question, I removed it from my computer,
rebooted, and now the downloads work. How do you like that?

If you're satisfied, I like that very much. However, had you posted to one
of the Defender-specific newsgroups about the problem, you would have been
given instructions to fix it without having to uninstall Defender.

Microsoft has established separate newsgroups for Windows Defender Beta2
support and comments.
