Can not disable delayed delivery - Outlook 2007

I am running Outlook 2007 SP1. For some reason delayed delivery is enabled
and I can not disable it. If I disable it and send a message when I send the
next message it is enable. I have disabled it and closed the messgae wit and
without saving the message and it stil re-enables itself. Any help would be
great.
