Can not delete folders / share problems / monitor problems

I have made a fresh XP installation from a cd with sp2 integrated. Now I
have the following problems:

1. I can not delete or rename any folders at all. (I can move them.) If I
check the properties of any folder it has a grey mark in the read-only
field, if I remove it and check again it's back.

2. I have shared three folders, but can only access one of them over the
network. The one I can access is a normal folder on a fat32-partition shared
as read+write. Those two I can't access is the root of two ntfs-partitions,
mounted as folders on c:, they are shared as read-only.

3. My monitor is only detected as "plug-and-play-monitor" with a 60 Hz
refresh rate. Switching video card solved the problem. Is this depending on
the drivers of the video card or is there something I can do about it?

Update: I can delete them if I don't send them to the recycle bin first.
