can not delete file Error 168:0X898E

I've got a file that just will not go away. It's on a 5.1 server. Monitor
does not show that anyone has it open.
I've tried everything. DOS delete, Filer, nwadmin32, rename, move, cut, etc.
I've run DSRepair several times. killed user sessions that were the last
users of that file. Restarted the server.
Nothing seems to work.
There's got to be a way to rid myself of this file. Any ideas?

Have you run a Vrepair (on a traditional volume) or NSS verify/rebuild (on a
NSS volume)?

I got it!
A user who should have read only to that directory somehow held it open.
When I rebooted the server, his W2K box logged back in and must have
reopened that file.
When I kicked him off, I quickly deleted the file. His machine was a bit
confused, but it worked.
