can not decline calendar invite

I have a user who is trying to decline a calendar invite by right clicking
the email and choosing decline. It seems like it does not work for him. I
have done the same for testing, it works for me .. a new email pops up with
organizer name and I can add my comments in my reply. I have clicked edit
reply before sending. So did he.
We are using outlook 2003 with exchange 2007 Enterprise server. Is this
something on his outlook settings that needs to be checked? Thanks.

What exactly happens when he tries that?

Nothing happens.. it does even seem like outlook recognizes that he is trying
to decline the invite by right clicking invite message and choosing edit
before sending response. But for me it opens a new message window to reply to
invite. By the way most of us are still using outlook 2003 with exchange
2007 enterprise server edition.
