Can not create VPN connection

After selecting Connect to the network at my workplace
(using dial-up or VPN)and clicking Next Dial-up and VPN
choices both are grey-out.
How can I make them available.
Running XP Home Edition and have DSL modem and wireless
Linksys 54G router. PC wired to router ethernet port.
