Can not connect two XP PRO computers

I have two XP PRO computers running Frontpage 2002. One of the
machines is part of a DOMAIN while the other is part of a WORKGROUP
but both part of the same network segment (192.168.1.XXX). I have
Frontapge 2002 Extension and iis 5.1 running on the XP "Workgroup" box
and would like to use it as a test site to publish to.

I have been unable to remotely open any existing web sites on the
"workgroup" box nor create new sites. In both cases, I am prompted to
login as "Guest" and requesting a password.

I have tried activating the "Guest" account and created a user-id on
the "Workgroup" box with the same user name and password of the other
XP box. They too did not work in both cases.

I have tried removing the XP box from the DOMAIN and joined it to the
Workgroup, that too did not work.

Can someone help me and show me what I am doing wrong or not doing?
