I'm trying to add a .jpg file to the top shared border on my web page. i see
it in the design but when I preview I do not see it

Save and View in Browser.

Make sure that the JPG image has a subformat of RGB and not CMYK.

I saved and when I preview in browser it is not there.

Make sure you have imported the file to somewhere in your web and pointed to
it.
