Can not change RestrictAnonymous value?

Hi all,

In windows XP, Registry Editor, at
HKEY_LOCAL_MACHINE--SYSTEM--CurrentControlSet--Control--Lsa-RestrictAnonymous,

I am trying to change the RestrictAnonymous value from 1 to 0, but
after restart the computer, this value becomes to 1 automatically, do
you know what is wrong?

The reason I want to change the value to 0 is I got an error message
from the network printer,
I have a win2003 printer server, and my XP client add a network printer
from the 2003 server,
the printer can print, but printer's status is error: Access denied,
unable to connect, so i can not manage the printing queue, after I
research the microsoft's site, i think this Registry value should be
changed to 0.
