Can not change Home Page Setting

Hi there,

Problem: Can not change default page of internet explorer.

I tried the fellowing, but it doesn't work:
1) from IE, Tools/Internet Options/General/Use Default
the three botton at Home page on General tap is freezed,
ie couldn't click on it.

2)from regedit, MS knowledge base article 320159 (Home
page setting changes unexpectedly, or you can not change
your home page setting). I tried it and still doesn't
work.

And now, I could not access the regedit command. Error
message is something like you have no access the command
because the admin disable the command. Even I login as
admin of the computer, and still get this error message.

All problem started when my friend went into this website
www.oico.net or 81.211.105.8. He told me that some how
website take control his desktop, change the homepage
setting, and launch IE into this page everytime the
computer starts.

Any help would be appreciated?
