Can not add photos in Outlook

I have tried to add photos in to my e-mails that I send using outlook 2003.
But no luck. I have used Picasa 3 and IrfanView to resize the photo, and I
can resize the photo then I try to install it in to the letter and I see the
outline where the photo would go but there is no photo showing. What am I
doing wrong. Help!!
