Can not access some websites

I have followed the Microsoft support instructions and have found a problem
that I can't find a way to fix. While registering files using the regsvr32
command, I receive the following message when attempting to register the
wininet.dll file. wininet.dll was loaded but the DLLRegister Server entry
point was not found. This file can not be registered. All others registered
just fine.
Can anyone suggest a fix. Thanks in advance.

You should not find any instruction to do just a regsvr32 command
with that module. Where did you find this?

FYI there is no DllRegisterServer entry point in that module
but there is a DllInstall entry point in it.

Hence, you could if you wanted to re-register the module
using that entry point with the following syntax:

regsvr32 /n /i wininet.dll

Section 4 of this Microsoft Support file is where I found the instruction
http://www.support.microsoft.com/kb/326155

Not certain what I should do now. In addition to following the instructions
here, I've run AdAware and Spybot, changed all IE settings back to default,
cleared all cookies, cleared all web pages, cleared all history files and
still can not access upi.com or bmo.com. Suggestions are appreciated.

What is your symptom with bmo.com?

Here's what telnet -f bmo.txt bmo.com 80 gives

<example>
<html>
<head>
<META HTTP-EQUIV=Refresh CONTENT="0; URL=http://www4.bmo.com">
</head>
</html>
</example>


Hence, make sure that you are allowing META Refresh (in Security settings)
Using the Default security settings for the Internet zone should enable that option.
E.g. doubleclick on the zone icon in the Status bar and click the Default Level button.


E.g. if you weren't allowing META Refresh that site would show you
a blank page in the browser but when you did a View Source on that
"blank page" you would see that. What happens then isn't clear to me.
Some users claim that pressing Refresh (F5) allows them to continue.
More obviously, you could extract the URL from the source, paste it into
your Address bar and click Go to continue manually.

I am using the default security settings in IE6 and META refresh is enabled.
When I attempt to go to bmo.com, it takes a long time attempting to load,
then a Goole page shows up with a link to www4.bmo.com. When I use that, I
receive an error page stating that The Page can not be displayed. If I
attempt to find the website using Firefox, the browser times out before
loading. I'm quite certain that my browser settings are OK as most all sites
load just fine but there's obviously some setting wrong somewhere. I've run
my Virus checker and several spyware programs and all is clean. i also use a
firewall so I believe my system is bug free. I've even disabled the firewall
long enough to try bmo.com with no success.
Thanks for your suggestions. Any more thoughts?

Tim,

I have experienced the exact smae problem as you except with two different
sites. I have jumped through all the hoops including completely de-installing
my Zonepro firewall and running without it. No change.

I'm hoping someone comes up with something because now I have the same
problem trying to connect to the Firefox update web site.

It seems I'm not the only one that has experienced this problem...
Mine started with about 3 websites that refused to load, they all came up
with the same error (I've attached a DOC file to show).
Some show trying to download from either the DNS or 404, but all are failing
to connect to the websites.
Went through all the forums, boards and microsoft's own knowleadge base and
followed most of the suggestions - but it all failed.
Now here's the weird part...
2 of the websites came back, all by themselves and I can't seem to find out
why..?
Now I know it not the computer, mainly because I borrowed my father's laptop
and the same thing happened to it.
And I've also downloaded Firefox, to see if it can see those websites. But
it completely timed-out.....
So the question is...
Is this a DNS server problem ....?

If the websites that you were trying to view were not available on another
system but eventually returned, it's possible that the websites you were
trying to connect to were actually down. My problem is not a DNS problem as
I downloaded a program called PageFix and it did not find any problems.
Since the problem exists in Explorer and Firefox, it appears to me to be some
security setting in Windows but one that I can't locate - perhaps one of the
Security Updates from Microsoft?? As previously mentioned, I've followed all
the Microsoft suggestions, run my Virus Checker, run several Adware and
Spyware programs and my system is clean. I still can not access these sites.
