can not access \\server\public, but can not access \\server

hi, i met a very strange problem.

some clients can access Sub-Sharefolder such as \\server\public, but can not
access \\server. after restarting windows, it seems ok, but it will happen
again later.

users have permissions of these folders.

Client is XP sp2,

Some advice?

On the client run net view \\remotecomputeripaddress when it is working and
doesn't work. Compare the different.
