Can not access Rules Outlook 2007

I recently upgraded from Office 2003 to Office 2007. Everything seems to
work fine, but when I click on 'Tools" then 'Rules and Alerts' I get an error
message stating that Office will now need to be restarted, would I like to
send an error report?

I have ran a Repair from the installation disk, no help. I uninstalled and
reinstalled Outlook, no help. I have run Office Diagnostics three times,
over a 2 week period. Still no help. What now?

What is being logged to the Event Viewer?

Locate outcmd.dat and rename it to .old when Outlook is closed. If that
doesn't work try;
Start-> Run; outlook.exe /cleanrules

Roady,

Thank you for your help. I renamed the outcmd file, but that did not work.
However, when I ran cleanrules, it openned up and allows me to created and
edit my rules.
