Can no longer use the "paste" function in Outlook 2003

Just this morning, I have been unable to "cut and paste" a selection from one
email to another nor can I paste a screen capture into an email.

Can anyone shed any light to this issue? It was working yesterday...

Did you reboot or restart outlook this morning?
