I am not able to open any Attached PDF Files anymore. This is only a recent
problem and all I get is a File Conversion pop up screen when I try to open a
PDF File. Is there something in my settings that I need to change in MS
Office 2003? Hope some one can help..

No, this has nothing to do with Office or Outlook. Properly configure the
default pdf-handler in Windows. This happens by installing Adobe Reader or
any other pdf-viewer that takes the default for pdf-files.

Depends on your version of Windows.
Vista: Control Panel-> Default Programs
Previous: Control Panel-> Folder Options-> File Types
