How can I when necessary use bullets in a locked form field?

I have a field on a form for users to enter "General Comments". I would like
the to have he ability to format all or part of that content to use bullets
and numbering. How do I do that. Looks like I either cannot use that
feature or have to use it for all of the content in that field.

For that purpose, you can divide the document into sections and leave one or
more sections unprotected.

If you need specific instructions, tell me your version of Word.
