How can my rules automatically run on a non-"Inbox" folder?

I'm trying to automatically sort my hotmail account using rules, but since
hotmail is in a different folder from "Inbox", the e-mail is not
automatically sorted.

You can't - the Rules wizard doesn't work on Hotmail. Only workaround I
know if is to get your Hotmail with POP3.
