I'd like to have the voting button in the message because my users don't see
them at the top. They blend into easily into the menu bar.

When you send an email with voting buttons, change to a LARGE font and a
bright colour. Then type "please use the voting buttons. They are up the
top above this text. Click ONE. Then close the email."

That works.
