Hi I want to be able to send a confirmation notice (like in Lotus Notes)
prior to a meeting - does Outlook have this feature?

I'm not familiar with Lotus Notes. In Outlook, you send a meeting request
and each recipient can respond with "Accept", "Tentative", or "Decline", and
they have an opportunity to add text to their reply before it's sent. You
can send updates to the meeting as needed.
