Can I make TweakUI affect only 1 account?

I am trying to create a student account on some lab computers. I want to
lock these systems down tight to prevent a couple of methods the students
have been using to get around the restrictions. Is there a way I can lock
down the student account using TweakUI but still allow the administrator
account full access to the things that are locked down?
