How can I make text move with a rotated shape?

If I add text to a shape and then use rotate to tilt the shape, the text does
not move with the shape. How can I make it do this?

You don't. Word can't free-rotate text (you can rotate text 90 degrees right
or left in frames, text boxes, and table cells). For this you will have to
use WordArt.
