Please don't. It's hard to do and even harder to look at!
Just use Format|Conditional Formatting to make the cell red

The only wat I know to make a cell flash is a macro that changes th
text colour or the background colour or text style.

If you want a macro for this then you will need to list the paramaters
eg what cell/s
what to change
how ong
what triggers the flashing
what stops the flashin
