Open PowerPoint, click the "View" menu, "Master", "Slide Master". Click the
"Insert" menu, "Picture", "From File", browse to and select your JPEG. If
you want to make this a template to be used over and over to create new
presentations, close out the Slide Master, click "File", "Save as", change
the "Save as type" to "PowerPoint Template *.pot".
