You need to do this through your hosting account control panel or server
administration functions - if your hosting account allows you to do this.
Email has nothing to do with Frontpage.

If you mean a "web mail" application - no, Frontpage can't do this in its
own right; you need a server side application to do this, depending on your
the server side language(s) your server supports (ASP,ASPX .Net ,
Sharepoint, PHP etc).
