I would like to be able to make a calendar event and tie it to a contact.
For example. If I have a meeting with Mr. Smith, I would like to either
click on Mr. Smith's info in the Contacts folder and have an option for
making an event OR by adding an event to the Calendar be able to click a
contact for that event to be assocaited with.

I know I could do this if I was inviting someone to a meeting, but that is
not what this would be for. I want to be able to click on the Calendar event
and have the person's phone number information pop up, without having to then
go search for it in my Contacts. As I understand it right now, I have to
make a generic event with notes that would says something like..."Call Mr.
Smith". Then I would have to go look up and search for his number. I would
rather it be linked and easy to associate the event and a contact...but
without sending them an email notification to accept the meeting time...

at the bottom of the page there's a textbox where you can enter a contact.
You just need to enter a few characters, then press alt+k to resolve the
name.

If you're using OL07 and don't see the textbox, goto Tools/Options/Contact
options, and check "display contact links on all forms" (or similar).
