Can log on from school and from my home, but not from user's home

I did a search; didn't find anything on this particular problem. If I
missed it please accept my apology in advance.

I have a user who's been assigned Advanced Author privileges. His
ID/password combination works successfully from the school network and
from my home.

The ID/password combination fails when the user tries from his home.
He was using Frontpage XP; he's upgraded to Frontpage 2003. It still
doesn't work. We've verified he's using the correct ID/password
combination. He says he's had no trouble using Frontpage with other
web sites.

My question is, what to check next? FWIW his home ISP is comcast; my
home ISP is charter.net. Might his ISP or his home firewall settings
have something to do with it? Could it be operating system settings
despite his being able to log on to other web sites?

It could be that Comcast is blocking access to port 80. It could be that he
has a firewall blocking outgoing connection for frontpage.
