how can I lock a pst file?

I receive/send and have to file about 100 e-mails per day WITH attachments.
As these files are legal documents I keep them in a tree format, that is
sub-folders/sub-directories by country/customer/project.
In order to make backups easy I make a new PST every 6 months, with the
date of creation.
Every PST has the same tree format.
HERE IS THE PROBLEM:
I need to keep the Older trees "live" and viewable in Outlook, but I don't
want to ACCIDENTALLY move mail to them.
Thus how can I lock a PST file so that it is read only (IF you do this by
changing the attributes Outlook cannot even open it)
HELP
