Can i learn FrontPage?

Ok, yes general question...but how hard is this program to learn, do i need
programming experience?...I consider myself above average in computer
knowledge, but havent tackeled making a home page. Will a beginner be lost
here?

The more you know about HTML and CSS, the easier this will be for you. I
suggest you start with the basics first.

Sure you can do it... if you're willing to put in the time, learn to use the
HELP files and buy a good book.:

If you know nothing about it you will be lost, no question. This is the same
reply to some one who asks if they will be able to rebuild their car engine
with zero experience or any other task they might decide to tackle but know
nothing about it. How successful you become is directly related to how much
research and reading you do on the subject.

letting front page decide what to publish?

Bad idea, since FP doesn't update any hidden or referenced files when Selective Publishing is used.
