From context, I'm guessing that what you really mean is somebody
accessing your PC via Remote Desktop (using VPN as the pipeline).
If that's the case, my experience is that only one person can be
logged on to a PC at a time. i.e. If I'm on and somebody else
tries to RemoteDesktop to my PC, either I'll get kicked off or
they'll be unable to connect (can't recall which...)
OTOH, there are other facilities that let somebody "look over my
shoulder" from afar and maybe you're thinking of one of them.
A product called "VNC" is one of them - used the Help Desk at one
of the places I work. But it still issues prompts and asks for
permission....
So, bottom line, it depends on what the other person is using to
connect.... If it's not RemoteDesktop, my uninformed guess would
be that your PC would have tb running some sort of server for the
product in question.
